The Invis allows for a very mobile playstyle unlike the C&D, which requires you to either uncloak and pick up ammo or sit still doing nothing (”observing and gathering intel”) as you wait for your cloak to recharge between short bursts. For the transmog of this set I use Scholarly Cord as a belt.

With the Invis your cloak always drains at the same rate and you can pick up ammo packs while cloaked.

Invisibility Watch vs Cloak & Dagger is a question of mobility and speed. Maybe someone can talk about the DR more. I really don’t know too much about scenarios and usage for the Dead Ringer, but I do know that cloaking is ridiculously useful in general for positioning.
